I've had great success with the Hipers, and really liked the incredible reflectorless capability of the 9XXX series Topcons. For the difference in prices, I would go Topcon.

I am not familiar enough with the equipment you are purchasing but it would seem to be a good idea to have the same brand for both sytems for seamless integration.

I have been very happy with my sokkia gps (gsr2700isx).......  I think that the internal antenna is from Novatel, check and see if that is true with your setup.  From my previous research they are a company worth relying on..
